probably a combination of those things, but i can try to explain what i do in photoshop ♡

use a biiiig soft brush in photoshop, draw black where there are no lights and white where there is.

set to overlay + lower opacity. sometimes u can also draw with just white, lower opacity to 3-5% and set it to screen, and put it below the overlay layer for double light boost.

for a quick and dirty glow in photoshop, copy your background layer, add gaussian blur from filter -> blur (a lot, until the picture is just blurry, indiscernible shapes), adjust levels until everything except the highlights are pure black.

set the layer to screen + lower opacity and use an eraser to get rid of unwanted glow.

there’s also ‘lighting effects’ in photoshop which can be rly cool, lots of reshade filters to play around with etc ^.^
